(a) Application for a towing license shall be made to the Mayor upon forms prepared and approved by him.
(b) The application shall be accompanied by a fee of one hundred dollars ($100.00) to cover the costs of required inspection and processing.
(c) Upon receipt of an application the Mayor shall refer it to the Police Department for inspection of equipment and premises, and a license shall be issued by the Mayor to a qualifying applicant.
