721.04 PREMISES.
   (a)   Premises, including office and storage lot and other facilities shall be located within four miles of the center of the Village of Lordstown (S.R. 45 and Salt Springs Road) with twenty-four hour service and telephone communication.
 
   (b)   Premises must have the capability of allowing the police dispatcher to call one emergency number to contact the towing firm for a police tow, twenty-four hours a day. In the event there is no answer within ten rings or the line is busy, the dispatcher will repeat the call. If the line is still busy, or no answer within ten rings, the dispatcher will call the next towing firm on the list.
 
   (c)   Premises shall be fenced, and well lit. Outside storage lot shall have enough space to hold not less than twenty Village police tows. Outside storage lot should also be capable of storing tractor trailers.
 
   (d)   Premises shall have suitable covered garage space with storage capacity of at least two vehicles and with a hydraulic rack of comparable equipment that would permit thorough undercarriage investigation of a vehicle.
 
   (e)   The towing service must be available twenty-four hours a day 365 days a year so as to be capable of responding to emergency calls and being on the scene within fifteen minutes of the call.
 
   (f)   The towing service must be available for inspection of vehicles by members of the Police Department at any time.
 
   (g)   The towing service must be able to release towed vehicles during normal business hours.
