721.01 DEFINITIONS.
   Words and terms used in these regulations are defined as follows:
   (a)   “Driver or operator” means a person who drives or is in actual physical control of a tow truck on a public street or public right of way in the Village.
   (b)   “Person” means an individual, firm, co-partnership, association or corporation.
   (c)   “Tow truck” means a truck or any other vehicle adapted or used for the purpose of towing, winching or otherwise removing disabled motor vehicles for commercial purposes.
   (d)   “Towing firm or tow truck owner” means an individual, partnership, corporation, fiduciary, association or other entity owning, operating or conducting the business of towing vehicles.
   (e)   “Towing” means the act of pulling or dragging a vehicle behind the tow truck which is doing such pulling or dragging. Towing also includes flat bed towing. The towed vehicle can be self-supporting, carried on a flat bed, dolly type platform or supported on any other item necessary to facilitate such towing.
   (f)   “Vehicle” means any motorized equipment licensed under the laws of the State of Ohio or any similar licensing laws of any other state of the United States.
   (g)   “License” means any license, permit or authority required by the Village for towing vehicles.
   (h)   “Premises” means the location upon which the main office of a towing firm or tow truck owner is located and/or towed vehicles are stored or impounded.
   (j)   “Storage” means the custody and control of a vehicle by a tow truck operator.
