Whenever any minor under eighteen years of age has operated a bicycle in violation of this chapter, his bicycle may be seized by any member of the Police Department and impounded by the Traffic Commissioner. The bicycle so impounded may be surrendered to the minor’s parent or guardian after explanation of the reason for seizure and impounding.
