373.16 BICYCLE DEALERS.
   (a)   Every person engaged in the business of buying secondhand bicycles shall make a report to the Chief of Police of every bicycle purchased by such dealer, giving the name and address of the person from whom the bicycle was purchased, a description of such bicycle by name or make, the frame number thereof and the number of the license plate, if any, found thereon.

   (b)   Whoever violates any provision of this section is guilty of a minor misdemeanor on a first offense; on a second offense within one year after the first offense, the person is guilty of a misdemeanor of the fourth degree; on each subsequent offense within one year after the first offense, the person is guilty of a misdemeanor of the third degree.
