373.13 LICENSE ATTACHMENT AND REMOVAL.
   (a)   The City Auditor, upon issuing a bicycle license, shall also issue a license sticker bearing the license number assigned to the bicycle and the name of the City.
   (b)   The applicant shall cause such license sticker to be firmly attached to the frame of the bicycle for which issued in such position as to be plainly visible.
   (c)   No person shall remove a license sticker from a bicycle during the period for which issued except upon a transfer of ownership or in the event the bicycle is dismantled and no longer operated upon the streets in the City.

   (d)   Whoever violates any provision of this section is guilty of a minor misdemeanor on a first offense; on a second offense within one year after the first offense, the person is guilty of a misdemeanor of the fourth degree; on each subsequent offense within one year after the first offense, the person is guilty of a misdemeanor of the third degree.
