(a) No person who resides within this City shall ride a bicycle on any street or upon any public path set aside for the exclusive use of bicycles unless such bicycle has been licensed and a license sticker is attached thereto as provided herein.
(b) Application for a bicycle license shall be made upon a form provided by the City to the City Auditor. A license fee of three dollars ($3.00) shall be paid to the City before each license is granted.

(c) Effective June 1, 1968, the City Auditor, upon receiving proper application therefor, is authorized to issue a bicycle license which shall be effective for the life of the bicycle.

(d) The City Auditor shall not issue a license for any bicycle when he knows or has reasonable ground to believe that the applicant is not the owner of or entitled to the possession of such bicycle.
(e) The City Auditor shall keep a record of the number of each license, the date issued, the name and address of the person to whom issued and the number of the frame of the bicycle for which issued. A record of all bicycle license fees collected by him shall be kept.

(f) Whoever violates any provision of this section is guilty of a minor misdemeanor on a first offense; on a second offense within one year after the first offense, the person is guilty of a misdemeanor of the fourth degree; on each subsequent offense within one year after the first offense, the person is guilty of a misdemeanor of the third degree.
