It shall be the duty of the police officers or sworn deputies of the City, authorized and acting in accordance with instructions issued by the Chief of Police, to report:
(a) The number of each parking meter which indicates that the vehicle occupying the parking space adjacent to such parking meter is or has been parking in violation of any of the provisions of this chapter;
(b) The state license number of such vehicle;
(c) The time during which such vehicle is parking in violation of any of the provisions of this chapter; and
(d) Any other facts, a knowledge of which is necessary to a thorough understanding of the circumstances attending such violations.
(e) Exception. The Mayor shall issue decals for free metered parking, upon application to qualified physically disabled and pensioners, as follows:
(1) Qualified pensioners are those persons over sixty-five years of age, with less than ten thousand dollars ($10,000) annual income.
(2) Qualified physically disabled are those persons declared so by the U.S. Department of Health, Education and Welfare, or by the Veterans Administration.
