The Chief of Police or Traffic Commissioner is authorized and directed to place, install and remove parking meters upon the curb side of or in the immediate vicinity of individual parking spaces designated and marked off in the on-and off-street parking areas where parking is restricted. All parking meters shall comply with the conditions set forth in Section 353.01(c) and such meters shall be under the management, supervision and control of the Chief of Police or Traffic Commissioner.
