The Chief of Police or Traffic Commissioner is authorized and directed to designate and mark off such individual parking spaces as they deem proper along the streets in the on- and off- street parking areas for the parking of vehicles. At each place where the individual parking spaces are so marked off each vehicle shall be parked entirely within an individual parking space.
