Prior to the operation of a RUSV upon the City of Lorain RUSV-Approved Routes, the owner of a RUSV shall file with the office of the Director of Public Safety the Inspection Certificate and along therewith shall submit proof of automobile general liability insurance with limits of not less than five hundred thousand dollars ($500,000) per person and one million dollars ($1,000,000) per occurrence.
