In the event of conflict between any provisions of this code, including any rules and regulations adopted pursuant to this Code and any provisions of the Codified Ordinances of the City of Lorain, that provision or ordinances which establish a higher standard for the promotion or protection of the health safety and welfare of the Citizens of Lorain shall govern.
