(a) General. The fees to be paid shall be determined in the Division of Buildings, and paid thereto before a permit is issued. The amount of such fee shall be noted on the Division records and on the permit, which latter shall constitute a receipt. All amounts received in the Division shall be deposited with the City Treasurer and shall be placed in the General Fund. The administration shall ensure that from such monies deposited to the General Fund generated by the Building Division that the Building Division shall be provided with sufficient resources so as not to jeopardize the certification of the Building Division with the State of Ohio Board of Building Standards. It is declared the intent of this Council that to the greatest extent practicable that the Building Division of the City become self-sufficient in the generation of its funding requirements and that it maintain its state certification as required to properly service the needs of our industrial, commercial and residential communities.
(b) Permit Fee Payment. All permit fees chargeable by the City including but not limited to those charged for electrical work, plumbing and sanitation, shall be paid in the manner and in the amounts as provided for in the City ordinances relating specifically thereto.
(c) Signs. Permits for ground or roof sign boards, wall bulletins and commercial signs shall be approved by the Division of Buildings, separately from the permit for any building to which they may be attached. Fees shall be paid to the Division, in the amounts and under special conditions noted in City ordinances relating specifically to such devices.
(d) Permit Fees.

(1) Additional provisions. In addition to the fees set forth in this chapter, the Division of Buildings shall collect on behalf of the Board of Building Standards of the Department of Commerce of the State of Ohio, a fee equal to 1% of those fees imposed for permits the acceptance and approval of plans and specs for making of inspections pursuant to OAC Section 4101:2-1-50.
(e) Demolition of Buildings and Structures: (See subsection (d) above)

(4) Building plan review.
$2.00 per $1,000 of estimated cost
(5) Mechanical plan review.
30% of building plan review fee.
(6) Energy Code Plan review.
30% of building plan review fee.
(7) Electrical Code plan review.
30% of building plan review fee.
(8) Plumbing plan review.
25% of building plan review fee.
(9) Suppression and alarm system permits.
$24.00 plus ¼ of 1% of estimated construction costs.
(10) Zoning plan review
$36.00 when neither a variance nor zone change is required.
$72.00 when either a zone change or variance is required.
(g) Moving.
(1) Applications for moving structure upon or across public streets or property shall apply at the Division of Buildings for a permit. The application shall contain the route, the size and height of the building, the method of moving the structure, a cash bond of five hundred dollars ($500.00), a permit fee of four hundred dollars ($400.00), and any further requirements that the Safety/Service Director and Chief Building Inspector require in the interest of public safety and the protection of the infrastructure of the City and its citizens.
(2) The applicant for moving shall be liable for all damages incurred to the City and any and all properties, public utilities and private property owners.
(3) The Service-Safety Director and Chief Building Inspector shall administer this subsection and shall develop rules and regulations as required.
(h) Builder’s Sheds. A permit for a building or structure shall include the erection of necessary construction sheds, protections and equipment without extra fee.
(i) Water Rates. Temporary connections and use of water shall be regulated by City ordinances and rules, and fees and rents shall be paid therefore as required.
(j) Cost Appraisals. Pro rata fees under this section shall be based upon the contract price as evidence by the agreement signed by both parties to same, provided such document is submitted for inspection by the Chief Building Inspector, otherwise such fees shall be based upon fair appraisal by the Chief Building Inspector, in accordance with current prevailing contract prices for similar works in the vicinity. Contract price in either case, shall be that of the entire structure, including plumbing, electric wiring, heating and all other installations to be built into same.
(k) Special Inspection Fees. There shall be a Special Inspector fee charged by the Building Division of ninety dollars ($90.00) per hour or fractional part thereof, payable in advance, for all requested inspections when requested by any party other than the State of Ohio and/or any political subdivision of the State of Ohio.
(l) Parking Lots.
Permit and inspection fee: $48.00.
(m) Re-inspection Fees (Not Applicable to Homeowner’s Permit).
(1) If an inspection is requested and for any reason the work is found to be unsatisfactory or incomplete, a forty-two dollars ($42.00) fee shall be assessed.
(2) If work is covered without benefit of an inspection, it shall be revealed and a thirty-five dollar ($40.00) fee shall be assessed.
(n) Technology Fee. There shall be a Technology Fee charged by the Department of Building, Housing and Planning of seven dollars ($7.00) which shall be used to purchase, maintain and operate technological devices.
(o) Upon approval of Lorain City Council, Permit Fees as required pursuant to Section 1501.07 of the Lorain Codified Ordinances may be waived, in whole or in part, not to exceed five hundred dollars ($500.00), for services provided to governmental entities and not-for-profit organizations including but not limited to veterans services organizations.
