Upon the failure, neglect or refusal of any owner, agent, lessee or person having charge of such land to remove any litter within two (2) days after receipt of written notice as provided for in Section 561.03, the Safety/Service Director is hereby authorized and empowered to order the removal of litter by the City and may employ the necessary labor to perform the task. All expenses incurred shall, when approved by City Council, be paid out of any money in the City Treasury and not otherwise appropriated.
