No owner, or agent of such owner of any lot or area within the City, shall permit the placement of litter on such lot or area or allow trash, garbage, waste rubbish, refuse or any other noxious or offensive materials or substance to be collected or remain in any place to the damage of the public or others, or unlawfully obstruct, impede, divert, corrupt or render unwholesomeness or impure, any natural watercourse.
