(a) No person shall engage in the business of operating a composting facility in the City of Lorain without having first obtained a written composting facility permit authorized by the Chief Building Inspector and Lorain City Engineering Department. Composting facilities requiring a permit under this section shall comply with the provisions of this section, the rules and regulations promulgated hereunder, the permit and its conditions, and any other applicable laws and ordinances. Each permit shall be renewed annually in accordance with the rules and regulations adopted by the City of Lorain.
(b) All composting facilities seeking to operate within the City of Lorain must first possess a valid State of Ohio Composting Permit for the class of operation intending to be located within the City Limits.
(c) No composting facility permit shall be issued for any class of composting facility set forth in this regulation unless the activity for which a permit under this section is required is a permitted or special use within the zoning district where such facility will be authorized to operate.
