(a) No person shall drive any vehicle upon any driveway established in any public park in the City other than a vehicle used solely for pleasure, except that commercial vehicles may make delivery and pick-up at public concession stands within the park area.
(b) No person shall drive or park any vehicle in any public park of the City, in any place except on the driveways where permitted or in a parking lot within such park.
(c) No person shall park any vehicle on any side of a driveway of a public park where signs are erected prohibiting parking on that side.

(d) No person shall change oil, grease, lubricate or perform any mechanical work upon any motor vehicle within any public park at any time.

(e) Whoever violates any provision of this section is guilty of a minor misdemeanor on a first offense; on a second offense within one year after the first offense, the person is guilty of a misdemeanor of the fourth degree; on each subsequent offense within one year after the first offense, the person is guilty of a misdemeanor of the third degree.
