311.06 OBSTRUCTIONS IN CITY RIGHT-OF-WAY.
   (a)   No trees, shrubs and vegetation which grow to a height greater than twenty-four (24) inches, as those terms are defined in Section 311.08(a) of this chapter, shall be planted in the City of Lorain Right-of-Way, that is, that portion of a street or highway between the sidewalk and the curb.
   (b)   No structure, sign or object which obstructs the safe operation of motor vehicles or human-powered vehicles including but not limited to bicycles shall be placed in and upon the City Right-of-Way, other than street signs, those signs necessary to regulate and inform drivers of motor vehicles and others of traffic regulations, U.S. postal mailboxes and municipal approved objects.
   (c)   Subsections (a) and (b) of this section of the Lorain Codified Ordinances shall be prospective and not retroactive in operation and application.
