305.06 DIRECTOR'S POWERS NOT LIMITED.

The powers of the Director of Public Service and Safety shall not be limited by the specific enumeration of subjects contained in this chapter, but all proposed changes other than those specifically enumerated herein shall be submitted in writing to Council for its action.
