The areas where the No Parking restriction will be imposed during a snow emergency is hereby defined as any street, avenue, boulevard, parkway or highway within City limits, with the exceptions of addresses that do not have a dedicated driveway. During a snow emergency, cars parked over sidewalks shall not be cited.

Vehicles may be parked for a period of not longer than three minutes for actual loading and unloading of passengers, or thirty minutes for the actual loading or unloading of property, provided that no other ordinance restricting parking as to place or time are violated thereby.

In addition to the penalties provided for by this chapter, any police officer, upon discovering any such vehicle so parked or stopped in violation of this chapter may ticket and may remove such vehicle or cause the same to be removed to any City-owned property or to a private garage or place where so authorized pursuant to contract, where such vehicle shall be impounded and retained as provided in Chapter 303.
