(a) A snow emergency is hereby declared to be a period of time as forecast by the United States Weather Bureau, prior to, during and after a snow fall during which vehicular traffic is expected to be particularly hazardous and/or congested due to the elements, and during which period of time the parking of such vehicles could hinder, delay and obstruct the safe flow of traffic and emergency vehicles and the proper cleaning, clearing and making safe of all heavily traveled public streets of the City.
(b) The Mayor, the Safety/Service Director or their designee shall request the local media's cooperation to announce the emergency and the time the parking restriction will become effective, which shall be no sooner than one hour after the first announcement.

(a) No person shall remove or pile snow from private property, parking lots, driveways, street lawns or sidewalks in or onto any public streets.
(b) Whoever violates this section shall be guilty of a minor misdemeanor.

A snow emergency shall commence when two inches or more of snow are on City streets or an emergency is declared by the Mayor, the Safety/Service Director or their designee. Such snow emergency shall continue in effect until the Mayor, the Safety/Service Director or their designee determines that an emergency no longer exists and accordingly terminates such emergency.
