For the purposes of this Code, the following words and phrases shall have the meaning set forth as follows:
(a) "Dwelling" means a building providing complete, independent living facilities for one or more persons, including permanent provisions for living, sleeping, cooking, earing and sanitation.
(b) "Family" means an individual or two or more persons living together as a single housekeeping group in a dwelling.
(c) "Housing License" means application form provided by the Building Department that authorizes the operation of a rental dwelling.
(d) "Non-resident" means the owner of a rental dwelling, who at the time of application for a housing license does not reside within Lorain County and/or adjoining counties, i.e. Cuyahoga, Erie, Huron, Ashland, Medina or relocates outside these counties after they have been issued a housing license for a rental dwelling.
(e) "Occupant" means a family or family member living in a rental dwelling.
(f) "Owner" means any legal person, the owner or owners of the premises, including the holder of title thereto subject to contract of purchase, a vendee in possession, a mortgagee or receiver in possession, a lessee or joint lessees of the whole thereof or an agent or any other person, firm or corporation directly in control of the premises.
