Exceptions to this Chapter shall be granted by the City of Lorain when the City determines that an exception is necessary due to holiday pickup, labor conditions, weather conditions, or other circumstances deemed to be unusual by the City of Lorain to warrant an exception to the twenty four (24) hour rule set forth in Section 943.02.
