1523.14 TECHNICAL SPECIFICATIONS, SPECIAL CONDITIONS AND POLICY FOR DEMOLITION AND SITE CLEARANCE.
   (a)   Method of Work.
      (1)    The Method of Demolition and Site Clearance shall be in full compliance with all applicable Federal, State and Local laws and in compliance with these specifications and contract documents. All owners and/or contractors shall be responsible for all permit fees, permits and in compliance with these inspection requests.
         The method for demolition employed must be such as to avoid hazards to persons and property and interference with the use of adjacent buildings or interruption of the free passage to and from such buildings. Care must also be taken to prevent the spread of dust and flying particles by periodic sprinkling as directed by the Safety and/or Service Director or their designees.
         All abandoned or junk vehicles shall be identified and deemed as a public nuisance and/or safety hazard by a member of the Lorain Police Department Traffic Bureau. Vehicles shall be removed by a licensed towing service to an impound yard with the registered vehicle owner responsible for all associated fees.
      (2)    Reduction of Fire Hazards. During the demolition and site clearance program, the Contractor shall carry out the following requirements:
         A.   Burning of waste lumber and other building materials or trash shall not be permitted under any circumstances.
         B.   Before removing any part of a building, all volatile, flammable materials and any other hazardous environmental materials such as gasoline, kerosene, benzene, cleaning fluids and other similar substances shall be removed.
         C.   No materials, obstructions or debris shall be placed or allowed to accumulate within fifteen (15) feet of any fire hydrant. All fire hydrants shall be accessible at all times.
         D.   Debris shall not be allowed to accumulate on roofs, floors or in areas outside of and around any building being removed. Excess debris and materials shall be removed from the site as the work progresses.
         E.   It shall be the Contractor's responsibility to keep an approved fire extinguisher near the area and ready for instant use.
      (3)    Contractors are prohibited from using any part of area or land or parcel outside of the demolition area, for their operations, for storage of material or equipment, or for disposal of waste or for any other purposes whatsoever. Disposition of rubble, salvaged and waste materials, debris and trash from within the Demolition Area shall be strictly in accordance with this section. Public streets, alleys or other thoroughfares anywhere in the City, used by the Contractor, shall at all times be kept free of litter attributable to them and their trucks, or other vehicles shall be so loaded and equipped as to prevent leakage, blowing or other escape of any portion of whatever is being hauled. Any cost incurred by the City of Lorain in cleaning up such litter will be charged to the Contractor/owner.
      (4)    The Contractor shall furnish and erect all temporary sidewalks, barricades, covers and other temporary structures and night warning lights necessary for the proper and safe conduct of work and shall remove all temporary structures upon the completion of work.
      (5)    Utilities. Before starting demolition or removal it shall be the responsibility of the Contractor to notify OUPS, the Ohio Utilities Protection Service 1-800-362-2764, to verify that all utility service connections, such as water, gas, electrical and telephone to buildings have been disconnected in accordance with the regulations of the utility concerned. In the event they are still operating, the Contractor shall notify the City of Lorain, at once, before proceeding with the work.
         The Contractor will be required to seal with Stoneware Stoppers, properly cemented in place (or other stoppers as may be approved by the City), all storm and sanitary sewers leading from structures to be demolished in the following manner:
         A.   Fully expose sewer at owner's side of public walk or one (1) length of pipe up from tree lawn.
         B.   Call the City Plumbing Inspector prior to breaking or disconnecting any pipe. The Plumbing Inspector shall be provided by the Lorain Building Department.
         C.   The pipe or riser shall be sealed as explained above at the direction of the City Plumbing Inspector.
         D.   Where the main sewer is under an existing pavement, the lateral sewer connection shall be sealed at the curb rather than at the main, as specified in subsection (a)(5)A. and B. If there is an existing sidewalk at the curb, the lateral sewer connection shall be sealed at the sidewalk rather than at the curb.
         The Contractor shall preserve in operating condition all active utilities traversing the project site.
         The Contractor shall pay for any damage to any such utility due to work under this Contract to the satisfaction of the utility company concerned and the City of Lorain. All such repairs shall be done at no expense to the City of Lorain.
   (b)   Demolition and Site Clearance Within Parcels.
      (1)    Salvageable materials, as determined by the Contractor, shall be kept in orderly segregation as the work progresses and all waste material shall be properly disposed of. Littering of the site with such materials shall not be permitted.
      (2)    Structure parts of buildings, such as columns, beams and joists, supporting the floor of any story shall be left in place until the walls, flooring and partitions of that story are completely removed, beginning at the top and working downward. Exception to this requirement will be made in the case of wood-frame buildings or non-rigid frame masonry or concrete buildings, if the Contractor elects to use an approved alternate procedure for progressive or simultaneous wrecking of all parts of the building, providing the type and location of the building and contractor's proposed method are all such that danger to personnel, the public or to adjacent properties will not be increased thereby.
         No wall or part of thereof shall be permitted to fall outwardly from any building except through chutes or by other controlled means or methods, which will insure safety and minimize dust, noise and other nuisance.
         The use of chutes shall be provided in all such parts of demolition operations that are more than two and one-half (2½) stories high or twenty (20) feet above the point where the removal of material is affected.
         Outside chimneys or outside portions of chimneys shall be razed in advance of general demolition of each building. Any portion of a chimney inside a building shall be razed as soon as it becomes unsupported by reason of removal of other parts of the building.
         No unstable portion of any building shall be left freestanding or inadequately braced against all reasonable causes or collapse at the end of a day's work.
         At the close of each day's work, the Contractor shall be required to take any action necessary to leave the streets and sidewalks adjacent to the demolition and site clearance area in a condition free from nuisance and satisfactory to the City of Lorain.
      (3)    Mean grade, when referred to in these specifications, shall be defined as that grade existing adjacent to the foundation prior to demolition or site clearance operations.
      (4)    Building foundation walls, including cross-walls, columns or piers and foundations of such accessory parts as area-ways, interior or exterior stairwells, chimneys, porches, decks and entrance steps and platforms, fuel storage supports, fire cisterns, privy holes and coal holes, whether inside or outside the property line, shall be completely removed from site. Foundation walls shall be defined as any and all projecting walls, piers, columns or supporting measures above the underside of the lowest basement floor. The Contractor shall be wholly responsible for the adequate support of all adjacent buildings, sidewalks, pavement, overhead and underground utilities and supporting poles until proper back filling and compaction has been completed.
      (5)    Concrete, brick or masonry floors of basements or areaways shall be completely removed from site.
      (6)    Concrete, brick or asphaltic slabs on ground, including floors of basement-less buildings, entrance slabs, patios, walks, garages, or shed floors and similar exterior slabs, regardless of composition, shall be broken up and removed from the site.
      (7)    Paved driveways, alleys, sidewalks, tree lawns, survey monuments, curbs, and street pavements, outside the property lines which become broken up, unsightly or hazardous through the Contractor's operations, as determined by the City of Lorain, shall be removed and replaced with like materials at the Contractor's expense.
      (8)    Fences, guardrails, bumpers, signposts and similar facilities shall be completely removed from the site. All attachments and accessories thereto shall be removed.
      (9)    Wood timbering, beams, sill, columns, piers, shores or bracing occurring above ground exposed in basements or protruding from the exterior ground surface, shall be removed and disposed of.
      (10)    All objects of metal shall be removed from basements or areas to be filled and shall be disposed of.
      (11)    All trees are to remain. If any trees are damaged by the Contractor, they shall repair, replace or remove them from the premises upon notification by the City of Lorain on-site inspector. Trees that are to be removed shall be marked before demolition is sent out for bid.
      (12)    Filling of basement and excavation to Mean Grade:
         A.   The Contractor shall back-fill basement and below grade areas with clean compacted soil properly graded to prevent soil saturation and permit the surface to properly drain.
         B.   NO DEBRIS OF ANY KIND SHALL BE USED FOR FILL IN THE DEMOLITION AREA.
         C.   All debris, trash, rubbish and perishable matter shall be removed and disposed of by the Contractor regardless of whether or not such conditions have resulted from operations under this Contract.
      (13)    Disposition of Materials. All waste materials shall be transported for disposal by the Contractor. Salvage material from the demolition shall become the property of the Contractor and removed from the site immediately. All materials must be removed to an approved site as deemed by the City of Lorain and/or Ohio E.P.A.
      (14)    Explosives shall not be used under any circumstances by the Contractor or their subcontractors in any phase of the demolition and site clearance operation.
      (15)    All storage tanks, fuel or otherwise, above or below ground, whether inside or out of the property line, shall be pumped empty of fluid contents and at the discretion of the City of Lorain, may be required to be flushed with water in the presence of a representative of the Lorain Fire Department. All tanks will be carefully and completely removed and disposed of to the satisfaction of the City of Lorain. The holes excavated shall be filled in the same manner as set forth for basements.
      (16)    Wells or similar cavities related to improvements to be demolished, whether inside or outside the property line, shall be completely removed to a depth of eight (8) feet below the mean grades. All such cavities shall be filled to their entire depth with compacted soil and the opening capped with a minimum of twelve (12) inches of reenforced concrete extending beyond the opening on all sides not less than twenty-four (24) inches, all to the satisfaction of the City of Lorain.
      (17)    Septic Tanks and Cisterns. Private septic tanks shall be pumped and cleaned-out by a licensed contractor with contents disposed of at a licensed facility. Upon approval from an inspector, all tanks shall be broken up and all debris/concrete/brick shall be removed. Leach fields shall remain undisturbed.
      (18)    Distribution Boxes shall be broken up and all debris/concrete/brick removed.
      (19)    Safety Requirements.
         A.   Except as otherwise specified or provided, the method of demolition is not restricted; however, in all circumstances, safe and workmanlike methods must be employed to protect life and property. The safety provisions of all applicable laws shall be observed by the Contractor at all times. No work shall be undertaken without the consent of the City of Lorain.
         B.   When in the opinion of the City of Lorain, demolition work would expose traffic and pedestrians to any hazards, the contractor shall adhere to the requirements of the City of Lorain as to covered passageways.
         C.   The Contractor shall whenever necessary barricade any open excavations until such openings are properly filled.
         D.   The Contractor shall maintain whenever and wherever necessary sufficient red warning lights to protect the public from damage and injury.
         E.   The Contractor shall be entirely responsible for all apparatus, equipment and appurtenances furnished by them in connection with this work and extreme care shall be taken to protect all parts thereof in such manner as may be necessary or as directed by the City of Lorain.
         F.   In the event of failure or refusal of the Contractor or subcontractor to comply immediately with all applicable safety requirements and all other provisions or instructions and directives of the City of Lorain, in relation to the manner, method or work performance shall be ordered "STOPPED" by the City of Lorain. Work shall not recommence until full compliance has been assured.
         G.   The site shall be temporarily fenced and secured after work hours until all excavation work is completed and the site restored to grade with proper signage warning of dangers.
      (20)    Final Inspections. The inspector in charge shall perform a final inspection to insure that all items of the Code have been fully satisfactorily completed. After all have been met, the inspector shall sign a final inspection form.
      (21)    Additional Specifications.
         A.   Clean fill shall be brought to four inches (4") below grade. Contractor to provide four inches (4") of top soil prior to seeding.
         B.   All seeding shall comply with ODOT Spec. 659; Watering of property shall be performed by ODOT Spec 659.17.
