The purpose of the license tax is levied for paying the costs and expenses in connection with:
(a) Contracts entered into by the Director of Public Service and Safety for street resurfacing within the City of Lorain; and/or
(b) The City’s purchase of street resurfacing materials.
Other than the uses specified above, funds received as a result of this license tax shall not be used for any other purposes, including, but not limited to the following: purchase or lease of equipment; payment of salaries; purchase of any materials other than resurfacing materials; and, any other street maintenance costs.
