187.05 REPORT OF COSTS BY ENGINEER; COLLECTION.
   The City Engineer, as soon as practicable after the building, rebuilding or repairing of any such dock or wharf, by or under his direction shall report to Council an account of the expense incurred in such building, rebuilding or repairing such dock or wharf in respect to or upon each lot or premises. Such report and account shall state the labor or services for which such expenses were incurred and shall include the expenses of drawings, plans and specifications and shall be certified to by the Engineer upon or in respect to which the expense was incurred, and the name of the owner or part owner chargeable therewith. Such report shall state the number of feet of dock or wharf so constructed, repaired or rebuilt as to each lot or premises.
   On receiving such report, Council may confirm or modify the same and Council shall determine what amount of such expense shall be charged and the person, if known, against whom it shall be charged and the premises upon which the same shall be levied as a special assessment. Council shall order the several amounts so determined and the several lots and premises and the persons, if known, chargeable therewith respectively to be reported by the City Clerk to the County Auditor pursuant to Ohio R.C. 727.51.
