When such notice is served for any purpose, as herein specified, it shall be the duty of every owner or part owner of every such lot or premises to build, rebuild or repair such dock or wharf, as the case may be, within the time specified in such resolution and in the manner provided by this title. Should any such owner or part owner or occupant fail or neglect to perform such work within the time specified, it shall be the duty of the City Engineer to cause such work to be done in accordance with the provisions of this title.
