186.03 SIRENS, FLASHING LIGHTS, WHISTLES AND LIGHTS.
   (a)    No master, owner or any other person in charge of any watercraft, while lying at any pier, or at anchor or while navigating in City waters, shall unnecessarily cause any whistle or siren to be blown or sounded, nor shall any person flash the rays of a searchlight or other blinding light onto the bridge or into the pilot house of any watercraft under way for any purpose other than those authorized by law.
   (b)    No person, except an authorized watercraft of a governmental subdivision shall use or operate a siren on the waters of Lorain except for emergency purposes
   (c)    No person shall install or use any intermittently flashing light of any type or color on any watercraft in use or operation on the waters in this City, except that such flashing lights may be installed and used in an emergency to attract attention to such an emergency for aid and relief of the distressed, and except that blue colored revolving or flashing horizontal beam of low intensity located at any effective point on the forward exterior of the watercraft may be displayed by authorized patrol boats when engaged in law enforcement duties day or night on waters of this State.
   (d)    Whoever violates subsection (b) and (c) hereof is guilty of a first degree misdemeanor. (Ord. 98-81. Passed 6-15-81.)
