The Harbormaster shall keep an accurate account and record of all damage to bridges, docks, wharves and other public or private property pertaining to the harbor and shall gather information and evidence concerning such damage, the cause thereof and responsibility therefor. He shall once a month make a detailed report thereof to the Director of Public Service and Safety. It shall be the duty of the Harbormaster to report all encroachments upon the harbor lines as now established, or which may hereafter be established, and to take such action as may be necessary to prevent such encroachments.
