The Harbormaster and his deputies shall be sworn in as special policemen by the Mayor for the purpose of carrying more readily into effect the regulations of the City concerning the harbor, the enforcement of this chapter and the preservation of the public peace and quiet in and about the harbor and, for such purposes only, shall have the power and authority of police officers of the City.
