(a) No person shall occupy as owner or let to another for occupancy any dwelling or dwelling unit, for the purpose of living therein, which does not comply with the following requirements:
(1) Every foundation, floor, wall, ceiling and room shall be reasonably weathertight, watertight and rodentproof, shall be capable of affording privacy, and shall be kept in good repair.
(2) Every window, exterior door and basement hatchway shall be reasonably weathertight, watertight, rodentproof and insectproof, and shall be kept in sound working condition and good repair.
(3) Every inside and outside stair, every porch and every appurtenance thereto shall be constructed to be safe to use and shall be kept in sound condition and good repair to support any load that normal use may place thereon.
(4) Every facility, piece of equipment or utility which is required under this chapter shall be constructed as required by the Building Code, installed so that it will function safely and effectively, and shall be maintained in satisfactory working condition.
(5) No service, facility, equipment or utility which is required under this chapter shall be removed from, shut off from or discontinued for any occupied dwelling except for such temporary interruption as may be necessary while actual repairs or alterations are in process, or during temporary emergencies when discontinuance of service is approved by the Building Inspector, or when service is discontinued for cause by a public utility or municipal service.
(6) Every basement or cellar window used or intended to be used for ventilation, and every other opening to a basement which might provide an entry for rodents, shall have a screen or other device that will effectively prevent their entrance, approved by the Building Inspector.
(7) A minimum of one smoke detector per floor, including basement, shall be required. Smoke detectors shall be located outside of, but adjacent to sleeping rooms.
A. Said detectors shall be UL listed, installed and tested according to manufacturers recommendations.
B. Detectors should be battery or AC power supplied.
(8) Chimneys. The owner shall be responsible for cleaning of chimneys which service solid fuel burning appliances on a regular and timely basis so as to prevent the accumulation of flammable products of combustion.
