(a) No person shall occupy as owner or let to another for occupancy any dwelling or dwelling unit, for the purpose of living therein, which does not comply with the following requirements:
(1) Every habitable room shall have at least one window or skylight facing directly to the outdoors. The minimum total window area, measured as areas of clear glass, for every habitable room shall be eight percent of the floor area of such room. The window area shall face a street, yard or other open space that meets the requirements of the Zoning Code.
(2) Every habitable room shall have at least one window or skylight which can easily be opened, or such other device as will adequately ventilate the room. The total of openable window area in every habitable room shall be equal to at least fifty percent (50%) of the minimum total window area as required in this section, except where there is some other device affording adequate ventilation that meets the requirements of the Building Code and is approved by the Building Inspector.
(3) Any alcove opening off a habitable room may be included as part of that room in determining the window area requirements if eighty percent (80%) or more of the common wall area provides an unobstructed opening to the alcove.
(4) Every bathroom and water closet compartment shall comply with the light and ventilation requirements for habitable rooms contained in this section, except that no window or skylight shall be required in adequately ventilated and lighted bathrooms and water closet compartments equipped with a ventilation system approved by the Building Inspector.
(5) Every dwelling shall have heating facilities which are properly installed, meet the requirements of the Building Code, are maintained in safe and good working condition to furnish heat when necessary, and are capable of safely and adequately heating all habitable rooms, bathrooms and water closet compartments in every dwelling unit located therein to a temperature of at least seventy degrees Fahrenheit at a distance three feet above floor level when the outdoor temperature is at zero degrees Fahrenheit.
(6) Every dwelling or dwelling unit shall be supplied with proper electrical service, wiring and equipment that meet the requirements of the Electrical Inspector, and shall be maintained in a safe and good working condition.
(7) In every dwelling unit, the opening to the outdoors resulting from doors or windows customarily open when flies, mosquitoes and other insects are prevalent, shall be properly screened.
