The number of persons occupying any dwelling unit shall be less than the number which would result in overcrowding as determined by the following regulations:
(a) Size of Sleeping Rooms. Every sleeping room shall have at least seventy square feet of floor area and at least fifty square feet of floor area per occupant when occupied by more than one person.
(b) Size of Dwelling Unit. The total of all habitable rooms in a dwelling unit shall be as to provide at least 150 square feet of floor area for the first occupant, plus at least 100 square feet of floor area for each additional occupant.
(c) Height of Rooms. Every habitable room shall be not less than seven feet in height from the floor to the ceiling throughout not less than one-half of the area of such room. In computing the floor area, only that area having a ceiling height of seven feet or more shall enter into the computation.
