In the case of the violation of the foregoing rules and regulations or any part thereof, the approval of the plans and the permit shall be nullified by the Division of Buildings and written notice shall at once be given to the plumbers having charge of the work and doing the same, and the owner of the building or his agent, and thereupon shall not recommence until such plans and permit have been reapproved.
