No plumbing permit issued to a duly licensed plumbing contractor may be used by another licensed plumber, either to start or complete an existing job, without first submitting a letter from the original plumbing contractor to the Plumbing Inspector releasing himself from the permit and responsibility for the job the permit was issued for without any refund of permit fees. The new plumbing contractor may then re-apply for a permit. He must pay the full permit fee, and assume full responsibility for the entire plumbing system whether the job has started or is new.
