1507.13 AUTHORITY OF CHIEF INSPECTOR AND DEPUTIES.
   The Chief Electrical Inspector is hereby authorized to determine the intent and meaning of all provisions and standards of this Electrical Code in the first instance.
   He may delegate any of his powers or duties to his deputy inspector with approval from the Service-Safety Director.
   Upon display of proper credentials, the Chief Inspector or his deputies shall have the right to enter, at any reasonable time, any building, structure, house, manhole or premises where construction, repair or remodeling is in progress for the purpose of making inspections of electrical wiring or equipment, and no person shall obstruct or interfere with the Chief Inspector or his deputies in the discharge of their duties.
   The Chief Electrical Inspector, his assistants or any other personnel connected with the Department of Electrical Inspection shall not have any interest, financial or otherwise, in any electrical contracting or related business.
   The Electrical Inspection Department shall not be permitted to design or lay out installations or instruct untrained persons in the installation of electrical systems or equipment.
