The Chief of Police or an officer designated by him is hereby authorized and empowered to:
(a) Make and enforce regulations necessary to make effective the provisions of this Navigation and Watercraft Control Code and to make and enforce temporary regulations to cover emergencies or special conditions.
(b) Enforce all pertinent sections of the Ohio Revised Code and Codified Ordinances of Lorain, and in the exercise thereof, have the authority to stop and board any watercraft for the purpose of inspection and enforcement of such statutes and ordinances.
