1501.08 WAIVER AND PENALTY; EXCEPTIONS.
   (a)   Waiver Requirements and Penalty. No fee or charge as assessed in Section 1501.07 shall be waived for any person, entity or cause, unless exempted in subsection (b) hereof or specifically waived upon a vote of the Council upon the request and approval of the Mayor. No fee or charge required to be collected by the Ohio Revised Code may be waived. The amount of any and all fees as set forth in Section 1501.07 shall be doubled if any work or installation has been commenced before an application for a permit for such work has been applied for and approved or obtained. This penalty provision shall not apply to any emergency work provided the Chief Building Inspector is notified within twenty-four hours of commencement of the work and a permit is then obtained within the period designated by him.

   (b)    Exceptions. Upon the filing of an application in affidavit form furnished by the Building Division any person residing within the corporate limits of the City of Lorain, who is physically disabled, being so declared by the Ohio Division of Disability Determination (DDD); the United States Social Security Administration (SSA) or the Veterans Administration, and retired by reason thereof, or who is sixty-two years of age, or older and retired, and being the owner of their household, and further having a total adjusted gross income of less than twenty-one thousand five hundred dollars ($21,500) per calendar year, shall be entitled to receive a building permit for construction of or improvement upon the premises which they occupy or intend to occupy without the payment of the customary fee(s) for said permit(s).
