(a)   Costs incurred by the City of Lorain which result from services provided by the Fire Prevention Bureau, the Hazardous Material Team, or their designated assistants, and which necessitate the expenditures of supplies, equipment and other materials that may be ordered by such personnel, shall be at the owner’s expense.
   (b)   Wherever such described operations are undertaken at the request of another political subdivision of the State of Ohio, the effected subdivision will be responsible for all costs.
   (c)   All monies collected as per this section, shall be appropriated to replenish accounts used to abate the emergency and replace equipment and supplies expended in such incidents.
