(a) There is hereby established a residency requirement from the effective date of this section for all non-bargaining unit employees who are employed in the City. Said persons shall become residents of the City within two years of the date of their hire and shall thereafter maintain residency within the City throughout their employment in the City.
(b) All non-bargaining unit employees who reside outside the City on the effective date of this section are exempt from its provisions, except that if they change residency, they must immediately move within the corporate limits of the City, and remain a resident for the term of their employment with the City.
(c) Each executive officer of the City, as provided for by Ohio R.C. 733.01, who are the Mayor, President of Council, Auditor, Treasurer, Director of Law, Director of Public Service and the Director of Public Safety, shall have the exclusive right to appoint all officers, clerks, and employees in their respective departments; and each executive officer may in their sole discretion waive the provisions of this section for any current or future employee in their respective department as the executive officer deems appropriate.
(d) All ordinances or parts of ordinances in conflict herewith are expressly repealed.
(e) Any employee of the City who is found to be in violation of the provisions of this section shall be subject to dismissal from employment with the City, subject however to all applicable rules of the Civil Service Commission.
