147.02 PARKS AND RECREATION ADVISORY COMMITTEE.
   (a)   A Parks and Recreation Advisory Committee shall be appointed to advise the Mayor and Director of Public Safety and Service on improvements and the orderly operation of the Parks and Recreation Department for the betterment of the City.
   (b)   The Park and Recreation Advisory Board shall consist of five voting members appointed by the Mayor with the approval of City Council for two-year staggered terms. Terms are to run from January 1, through December 31 and are to be staggered for continuity. Initial appointments are for three positions for one (1) year and two (2) positions for two (2) years. Terms for members appointed prior to January 1, 2008 shall be for the balance of 2007 plus the one or two year term starting January 1, 2008.
   (c)   Vacancies shall be filled by appointment by the Mayor with the approval of City Council to fill any portion of an unexpired term.
   (d)   An appointee may continue to serve on the board until his/her successor is appointed.
   (e)   At the first meeting of each calendar year, members of the Park and Recreation Advisory Board shall elect a Chairperson, a Vice Chairperson and a secretary, each to serve throughout the year and until a successor is chosen.
   (f)   The Park and Recreation Advisory Board shall formulate and regulate by laws.
   (g)   The Park and Recreation Advisory Board shall hold its first meeting on the second Tuesday of each calendar year and at that time designate a regular monthly meeting date and time.
   (h)   For transaction of business at any meeting, three members shall constitute a quorum. The votes of a majority of those present shall be required for the adoption of any resolution.
   (i)   The Director of Parks and Recreation shall serve as the City’s liaison to the Park and Recreation Advisory Board.
   (j)   The Park and Recreation Advisory Board shall act in an advisory capacity to City Council regarding the public park system and all public recreational facilities and programs of the City. All reports, resolutions, recommendations and policy statements of the board shall be addressed to City Council. The board shall assist with long range planning for land acquisition for parks, as well as detailed plans for park development and use. The board shall make an annual written report in December, and additionally when it so desires or is requested, to City Council.
