The Director of Public Safety/Service, or his authorized representative, shall have full and complete authority to make such rules and regulations, not inconsistent herewith, pertaining to the collection and disposal of solid waste and the collection for recycling of recyclable material, as well as to the administration thereof, as may be deemed advisable.
