941.03 OPERATIONS AND METHOD OF COLLECTION.
   (a)    Location and Type of Containers, Bags and Bundles. All residential refuse shall be placed in containers or plastic bags approved by the Director of Public Safety/Service or Lorain City Health Department. The said weight of the containers when full shall not exceed sixty pounds in weight.
   (b)    Containers, plastic bags or bundles shall be placed along the side of the right-of-way or right-of-way to be dedicated in the future prior to the time of the scheduled collection, but no sooner than twenty-four hours prior to said scheduled collection.
   (c)    Collection of refuse shall not start before 7:00 a.m. or continue after 5:00 p.m. on the same day.
   (d)    Exceptions to collection hours shall be granted by mutual agreement of the City of Lorain and the Contractor or when the Contractor reasonably determines that an exception is necessary in order to complete the collection on an existing route due to delays caused by unusual circumstances or weather conditions.
   (e)    Routes of collection shall be established by the contractor with the final approval of the Safety/Service Director.
   (f)    No solid waste container is permitted to remain on the treelawn or curbside of the public street for a period longer than twenty-four hours after the pickup and removal of the refuse contained therein.
   (g)    Trees, shrubs, grass, branches, brush trimmings or yard waste must be securely bundled together forming an easily handled package not exceeding four feet in length or forty-five pounds in weight.
