(a) The Director of Public Service and Safety is hereby authorized to exercise full discretion in the granting of licenses and/or easements to utility companies desiring to extend or install modern utility cables, lines or transmission devices upon right-of-ways or real property owned by or enjoyed by the City.
(b) The Director shall grant such rights to use the public easements when he deems that the usage would be proper and that there would exist no disruption of the existing utility services currently occupying said real property to which the City enjoys a right to occupy and use for the public's benefit.
