Such wires, conduits, cables, pipes, sewers and tunnels shall be laid or constructed according to plans and specifications approved by the City Engineer and under the supervision of the Department of Public Service, and shall be so laid or constructed as not to interfere with the navigation of watercourses or harbors or the construction, opening, enlarging, excavating, improving, deepening, straightening or extending of navigable streams or harbors.
