131.05 POLICE AUXILIARY UNIT.
   Pursuant to the provisions of Section 737.051, Ohio Revised Code, there is hereby established a Reorganized Lorain Police Auxiliary Unit within the Lorain Police Department, which auxiliary unit shall continue to be known as the Lorain Police Auxiliary, and which shall be subject to the following:
   (a)   The Director of Public Safety/Service shall be the Executive Head of the Reorganized Lorain Police Auxiliary Unit, and the Director of Public Safety/Service shall make all appointments to and removals from the Reorganized Lorain Police Auxiliary Unit, subject to the Rules and Regulations hereinafter adopted.
   (b)   The Chief of Police of the Lorain Police Department shall have exclusive control over the stationing and assignment of the members of the Reorganized Lorain Auxiliary Police Unit, subject to the Rules and Regulations hereinafter adopted.

   (c)   Members of the Reorganized Lorain Police Auxiliary shall not receive any salary or other compensation as members of the Lorain Police Auxiliary, except that the Chief of Police may compensate members of the Auxiliary for certain work at the rate of $7.00 per hour as the Chief deems necessary and appropriate, and for which pay the members shall be entitled to participate in the Public Employees Retirement System. The hourly rate shall increase to $8.00 per hour on January 1, 2001; $9.00 per hour on January 1, 2002; and $10.00 per hour on January 1, 2004.
   (d)   The members of the Auxiliary shall work a minimum of ninety-six (96) non-paid hours per year. On January 1, 2004, the minimum non-paid hours shall increase to one hundred and forty-four (144) hours per year.

   (e)   Members of the Lorain Police Auxiliary, while acting in their capacity as members of the Auxiliary, shall not be in the classified civil service of the City; shall not be eligible for membership in the Police and Fire Pension Fund; shall not be eligible for participation in the City of Lorain Employees’ Medical and Vision Expense Benefit Plan; and shall not be eligible for any life insurance or other benefits provided to regular full-time employees of the City of Lorain. Members of the Auxiliary shall not accrue any sick, vacation, or longevity time, and shall not receive any compensation for service in the Auxiliary except as is otherwise expressly provided for above in subsection (c) hereof. To the extent permitted by law, members of the Auxiliary while performing duties on behalf of the City shall be entitled to participate in the Ohio Workers’ Compensation Fund.

   (f)   Commencing January 2, 2003, Lorain Auxiliary Police Officers shall be entitled to reimbursement for the replacement of their auxiliary uniform and equipment including, but not limited to winter shirt, summer shirt, slacks, uniform hat, winter hat, Sam Browne duty belt, handcuffs, handcuff case, full length raincoat, flashlight, flashlight traffic cone, ASP holder, shoes, boots, winter gloves, radio case and belt beepers, as follows:
      (1)   Reimbursement shall not exceed $150.00 per year;
      (2)   An Auxiliary Police Officer shall only be entitled to reimbursement after his/her third full year as an Auxiliary Police Officer member;
      (3)   An Auxiliary Police Officer must meet all participation requirements and be in good standing;
      (4)   An Auxiliary Police Officer shall have satisfied all training requirements;
      (5)   An Auxiliary Police Officer, on leave of absence, is excluded until he/she has been reactivated for one (1) year and has complied with paragraphs (2), (3) and (4) above;
      (6)   Those items to be replaced, for which reimbursement is available, shall first be determined by the Chief of the Lorain Police Auxiliary during uniform inspections or as the Chief of the Lorain Police Auxiliary deems necessary; and
      (7)   Reimbursement shall occur upon submission of a voucher to the supplier of the equipment and upon invoice to the City of Lorain for payment.
