No contract with the City shall be awarded or entered into with any person or corporation who has been convicted of a theft offense as defined by Ohio R.C. 2913.02(K) where the victim of the theft offense is a political subdivision as defined by Ohio R.C. 9.82(B).
No contract payments shall be made to any contractor, sub-contractor, third tier contractor, fourth tier contractor, and/or persons supplying materials or professional services or to any other person or corporation who has been convicted of a theft offense as defined by Ohio R.C. 2913.02(K), where the victim of the theft offense is a political subdivision as defined by Ohio R.C. 9.82(B).
