(a) It is a requirement that all new curbs and all existing curbs which are part of any reconstruction shall have a ramp built into the curb of each pedestrian crosswalk.
(b) The grade for new sidewalk ramps shall not exceed a grade in excess and in accordance with the plans and specifications for curb ramps of the Ohio Department of Transportation and the City of Lorain Engineering Department. Pamphlet ANSI A117.1-1961, Section 4.2 - Walks, is hereby adopted as a guideline for sidewalks.
(c) In unusual cases where existing conditions render it impossible, or impractical to comply with grade, slope or condition, the City Engineer shall have the right and authority to establish slope and grade to fit the conditions at the site of the ramps.
(d) The City Engineering Department shall include into its future annual sidewalk repair program, plans for the reconstruction of curb ramps under the above guidelines for all pedestrian crosswalks leading into places of public buildings, parks, recreation, businesses, shopping areas and shopping centers located within the jurisdiction of the City.
