The Construction Board shall have the power to make rules, regulations and orders pertaining to the adequate safeguards, warning signs, barricades, enclosures, railings and warning lights for any person doing any construction or repair work or work of any description within the streets, alleys and public places, abutting any street, alley or public place in the City. The Board has the power to amend the rules, regulations and orders from time to time in order to meet the general requirements for the safety of the general public.
