(a) Every person who does construction or excavation work of any description on the City streets, alleys or public places shall comply with Section 901.06 requiring adequate safeguards by the erection of warning signs, barricades, railings, red flares and red lanterns, as therein provided, and in addition thereto, shall comply with all rules and regulations promulgated by the Building Inspector, Plumbing Inspector, City Engineer and the Service Director, who shall constitute the Construction Board of the City.

(b) The warning signs, barricades, enclosures and railings shall be identified by the name of the person doing such work by letters printed thereon at least three inches high.
